Meaningful change happens when systems evolve, not just when programs succeed. WHEF drives policy and systems change by aligning education, workforce, and community efforts around a shared vision of equity and economic mobility for all Mississippians.

Creating lasting opportunities for Mississippians requires more than programs and funding. It takes strong policies, aligned systems, and committed partners working toward a shared vision. WHEF leads and supports this work by connecting decision-makers, elevating community voices, and championing equitable solutions that may postsecondary access and success possible for all.

WHEF’s policy and systems change efforts focus on removing barriers that limit educational access, persistence, and completion. Working alongside state and local partners, the Foundation aims to shape conditions that make postsecondary attainment possible for all Mississippians.

Through these focus areas, WHEF advances the state’s Ascent to 55% goal by ensuring policy keeps pace with the needs of learners and employers:

Expanding need-based aid

Sustainably increasing access to scholarships and financial aid that meet the needs of today’s students.

Strengthening counseling and advising

Increasing the availability and quality of student guidance in both K-12 and higher education.

Supporting adult learners

Ensuring equitable educational opportunities for returning adults and incarcerated individuals pursuing degrees and credentials.

Driving Equitable Access to Education

The economic health of Mississippi depends on an educated workforce—and on public understanding of why postsecondary education matters. As part of its Educator role, WHEF uses publications, reports, and media outreach to communicate the value of higher education to Mississippians. These efforts highlight how a postsecondary credential benefits individuals, strengthens communities, and drives economic growth across the state.

Whether funding applied research, coordinating data-sharing initiatives, or hosting strategic convenings, WHEF ensures that change doesn’t happen in isolation but through partnership and shared purpose.
