Ascent to 55% is more than a statewide goal. It is a north star — helping to guide WHEF’s investments, shape our partnerships, and define the progress we seek for Mississippi.

Mississippi’s North Star for Education and Workforce

Ascent to 55% is the state’s postsecondary attainment goal: to ensure that 55% of working-age adults earn a degree or credential by 2030, and 60% by 2035. Established in 2020 by the Mississippi Education Achievement Council, this initiative reflects a shared understanding that education beyond high school is no longer optional—it is essential to the state’s future.

National workforce projections estimate that 72% of U.S. jobs will require a postsecondary credential by 2031. Without bold action, Mississippi risks being left behind. Ascent to 55% addresses that challenge head-on, focusing not only on economic growth but also on individual mobility, community stability, and long-term resilience.

For WHRF, Ascent to 55% is more than a policy—it is a guiding vision. It shapes our grantmaking, our partnerships, and our research. Every investment is designed to remove barriers, close equity gaps, and expand opportunities for learners across the state.

“WHEF is a vital partner in advancing the state's 55% attainment goal. Our collaboration is paving the way for a more qualified workforce, higher earning potential for individuals, and a stronger, more resilient Mississippi economy.”

How Ascent to 55% Guides What We Do

Strategic Grantmaking

In 2023, WHEF launched the IMPACT grant program, a portfolio designed to accelerate progress toward Ascent to 55%. The first round of grants was awarded in 2024, supporting initiatives like peer tutoring, academic coaching, curriculum redesign, and innovative advising models. These investments are building momentum for institutional change that will strengthen persistence and completion statewide.

Expanding Opportunity

Reaching the attainment target requires closing equity gaps for those who have historically been left out: first-generation students, adult learners, rural communities, and justice-impacted individuals. WHEF prioritizes programs and partnerships that meet these learners where they are and provide pathways to completion.

Systems Alignment

As a partner in Ascent to 55%, WHEF works alongside Accelerate Mississippi, the Mississippi Economic Council, and higher education leaders to align strategies statewide. By convening stakeholders and supporting policy innovation, WHEF helps ensure that institutions, employers, and state agencies are working toward the same goal.

Research and Learning

WHEF invests in applied research to inform practice and policy across the state. Early projects have focused on innovative student data analysis, transfer pathways, and advising strategies. By pairing evaluation with lived experience, WHEF seeks to accelerate statewide learning and replicate what works.
